does it carry my previous ban to the new account? like an ip ban?

Nope, you just need to create a new Steam account and rebuy the game on there. Then you'll be good to go

I hacked in arma 2 and got a global ban there and now im banned on standalone aswell, anyone know how this happend? i never hacked in stand alone.

You should make your own thread, but I've heard of some people getting banned in Standalone and also being banned in ArmA 2 OA and vice versa.
