It's always been disabled - it never worked, and likely never will work.

I always recommend to run an Undetected-ified version while the game is running, since it will mess up anti-cheat MD5 checks. Launch the exe, go to the Undetector tab, click the big U button, then launch the new exe.
This *should* work unless HackShield changed how it detects processes.

That's a topic for a different thread on a different forum. My only advice is to not become a script kiddie. Learn a useful language and apply yourself to solve real problems, then you can bang out little crosshair or mouse-moving programs in no time at all. All my stuff is done in C#/.NET, but the language is really irrelevant. I'd recommend to learn something C-based to start with.
Stack Overflow is your best resource for answering questions, but the first step is to start on your own and fiddle your way through things. If you go with C#, learn how to use Visual Studio's debugger, as it is extremely powerful and can answer most beginner questions. You cannot learn to code by just reading how.
As for actually getting started, you're going to want to get an IDE - Visual Studio 2015 (Community) is one of the best IDEs in existence, and is now free. If you go with something like Java, I hear IntelliJ is fantastic, but I don't go much further than the basics with Java. After this, start out by making an extremely simple application, then tack on increasingly challenging features to force yourself to learn more.
A personal favourite project is a Todo list - start with the basic structure, then make it save to a file, multiple pages/lists, then maybe connect to a web service, maybe a database, maybe add rich text editing, encryption, shared realtime lists, etc.
There is an absolutely huge amount of information out there, so please don't take my forum post as concrete advice. This was more of a ramble than anything sound. Anyone else reading this may disagree with my recommendations, but please don't start a flame war about why a beginner should start with emacs.
