Quickest is cooking.
Cheapest could be a range of things because there's several that don't cost anything to get to 99. Like Cooking, Fletching, Fishing, Woodcutting, Theiving, and Mining, you all make profit for. So technically they are "cheap."
Hardest I would say would be Runecrafting or Agility.
Most Expensive would probably be Construction.
