Alright so im banned. If i wanna RE BUY AW would i have to make a new steam but also DOWNLOAD THE GAME AGAIN?

So i would have to uninstall my current AW and reinstall it with the new steam id?

If you have any games that allow game sharing, you can share those games from your banned steam account to your unbanned steam account unless you're trying to share the game you're vac banned in.

Regarding downloading the game again, it's best to do a full wipe and redownload just to be safe.

Not sure about others here about buying Russian serials, never done it. But before launch I got a day zero edition for £27 from g2*****m which was a global region key. much better than the over priced steam store

just checked....£15.05 just now for global key, that's a lot cheaper than steam

You don't have to uninstall. Just log in with your new account, activate the new copy and you are all set, man!
