America has classified any transmission of a program, information, code, or command, and as a result of such conduct, intentionally causes damage without authorization, to a protected computer will be consider a federal crime under the CFAA.

Well you can try DDossing google.com for a few seconds and you will see if it is illegal or not.

Get into command line on two computers or more, type "ping google.com" and press enter on both computers at the same time. That's literally a ddos attack lol.. you think you'll get cops at your house for that? poor kid :P

Can you not read or just blind?
Simply pinging a server does not cause any damage to the computer...
Sending packets of any type of data to a server to ddos is doing damage to the computer and therefore is consider illegal under the CFAA.

Also its not 404. Obviously you don't know how dos works in the first place...
