I'm not much on Manga, but anything in that Genre should honestly fill your needs.

The God of Highschool(Straight up fighting with powers)

D.Gray Man. (Vs. Demons)
-You really need a good scanlator. Same with FMA.

Air Gear (powers 1v1)

Witch Hunter (Guns, Summoning, Magic)

Fairy Tail has action, it's just not very good......

It is probably because of the fillers, but it is actually quite good.

Eh, to each his own. If he gets into it he might like it. I found the introduction hard to get into, but the first few arcs aren't horrendous.

You can try Terra Formars, Gantz and Attack on Titan. These are some that I like that weren't already listed.

Gantz is already finished, Terra Formars and Attack on Titan are on-going but have slow updates (I think they are monthly not weekly?)
