It basically means that the positive particles arent connected to the negative particles. They have a little distance between them i think but i'm sure it is right.

It means that the negative and positive particles do not intersect, they simply just touch each other.

It's referring to the molar polarity of that molecule, it is a polar bond as there is a large Electronegativity difference between the δ+ Hydrogen and the δ- Oxygen the bonds form a polar bond, because of this difference the nuclei of two different atoms will never collide.
At least that's what I think from AS Chem...
