My language keeps changing on steam/chrome

I know I posted about my shit net before but this has been going on for a few months now, my language randomly changes and each time its different, ill open a game in steam and use the browser in shift+tab mode and it will be a random language, also the market wont work when it happens, and its only recently started with chrome, i'm not sure if its a internet problem or what?

That actually happens quite alot when I used steam links to profiles or market item links it would change my language I completely forget how I got rid of it I think it was after I reinstalled windows or something
