Remove the dashes and that is a build. If you ned it under $500 you could get rid of the optical drive(i personally dont use mine that much).

Operating System: This is all personal preference and what you know the most, but either Microsoft Windows 7 Ultimate Full (32/64-bit) or Windows 8.1 (32/64) would do.
This is my suggestion, and this would cost about $550 to $600. Although this is a little over your original budget, this should do the job.

I do not think you will be able to get one for that price, maybe if you have already case, power, and other stuff, you could find something
Make sure you buy parts that are reliable as well, low price and good performance but bad reliability is no good.
I told someone else on another thread but if you go on YouTube and search for gaming PC's for or under $500 you'll find many and they are farely knew too
