A users reputation doesn't affect someone until I think they get 1k posts at first and also have like 20 rep points?

This is kinda unclear but users like me can rep you and you will get some rep points so if I repped you, you would now have 23 rep points because I can give out 13 rep points right now because my rep power is 13
