An aftermarket cooler wouldn't be needed if he doesn't plan to overclock it, though OP, it is an overclockable CPU
Get a dual channel memory kit (an 8GB [2x4gb] kit of Vengeance is $65 at BestBuy) because, er, single channel, not the best situation
Also, get a gpu as Color said, integrated graphics are no-bueno

Don't like cyan text on a white background? idgaf, fuck you
Ram speed is a little slow
RAM first, GPU second. Just make sure your PSU is high enough wattage to support an aftermarket GPU
GPU first, then RAM, then CPU and if you'd like more space an extra 1TB HDD.
Ram speed is kinda low i would agree but you will be spending alot of money for luttle gain, i recommend getting ssd hhd i myself use samsung evo 840 very fast indeed also then upgrade GPU and then Ram, then CPU in most systems HHD is the slowerest causing bottle necking.
