On your C drive delete the System32 Folder
Its a virus that causes that problem

download malwarebytes on a different pc and put it on a usb drive.
Run windows with safe mode on the infected pc.
Run malwarebytes scanner and wait. You may want to try some adware/spyware scanners too.

google it and they will be a post for it somewhere i think i have had to deal with it on my brothers pc and found how to fix on google
