No it is not lies.
If you run Engine without running that launcher it bypasses updates.
Ive done before.

If the file is too big youll have to ask a mod for an outside download link.

it gave me this error when i tried to add atachment:

Not Found

The requested URL /editpost.php was not found on this server.

No there is a special code to put in the properties window of Engine.exe

Create a shortcut to engine.exe and right click on the shortcut and select the target field
Then delete everything in the target field and replace it with this
