On topic - I already mentioned to the appropriate Mod that when the time is right they may make a good candidate.

Also on topic - The decision is far out of our hands. By making threads like this you may more likely hurt than help his chances because it could leave a bad taste in a Mod's mouth.

If you wish to proclaim someone a good candidate, or be considered yourself for a staff position, your best bet is to do the following:

Bring it to a staff members attention when you notice a member going above and beyond to help out. This includes but is not limited to assisting with enforcing the rules, etc.

Be sure to understand the rules and follow them. You may not believe so but they're always on the look out for qualified individuals should the need for one arise.

Be active and helpful. I can't say enough. 1% activity won't cut it. On the same note having 99% activity and posting all spam isn't a good idea either. Make sure you stick to the topic and you have something intellectual to say.

If you need any more help, suggestions, etc. feel free to ask. I'm only fish food on the food chain but I can put a good word in for the right person.
