I get mine instantly... I mean you select the plate and a background and just order it without any other mods... bam you get a plate.

Otherwise use Kinky2.1 or any other mod menu almost all include a license plate changer.

I waited 2 weeks before giving up on waiting and found a menu that could do it. I even tried ordering it from a completely different device just to make sure that wasn't a problem.
