U cant save them u can drop urself some money and buy them from ammunation or spawn them evrytime when u are online

but I want to see them at the ammunition and buy them but I cant cause I don't have those dlc

and my question if I can get this dlcs- open it something like this to save the cars, weapons and outfits for permt....

You need to downgrade to 1.24, get Tunables Editor, and use it to enable the DLC events like Valentine's Day and Independence Day. Look around here a bit and you should come across a thread where I posted the codes needed.
