[Help/Request] How to make a login that saves accounts

I want to make a login/create thingy for my multitool so people dont leech but idk how to make a simple login that can create accounts
(and probably ban accounts :P by making an admin account or something)
can anyone help me with this?
Btw, i dont want to use mysql or other programs, i just need a code that'll create .txt files that has the username for its name and its password inside it does anyne know that code?

mines not a text file...it uses php..

php is still better considering you can edit there info , make new accounts , and add a encryptor

i use txt, and im still testing, and acctually its working...
the best FTP server so far: Yola | Create a Free Website (for storage, ya need a website[from them ])

1.Make a site on "webs"
2.Upload a new .txt file on the server (File Manager)
3.Edit it ( adding users etc..) On the WEBSITE not on your comp
4.Make the program scan that text doc and see if the account exists (use a .split() to split accounts)
5.Use a obfuscator so no1 can decompile it and look where the words are stored
