It is not that people are changing the password it is the fact that too many people are using it and it sends an email to the owner and deactivates it until the owner reactivates it. If you are going to say it is possible do the research first.
also Creeper360bill is right about having to know all 3 security questions. and if you don't answer them all right you can not change it.
Unless the owner is an idiot and has obvious answer which is unlikely.
