It's not a pirated copy of BO2. Yes it allows you to play without Steam but you still need the original game files(they can be downloaded on Steam or as torrent).
It's a modified version of BO2 and you normally download the redacted files from their official website.

Easy one for you: With Redacted or something like that you can play on cracked NoSteam Servers, if a Hack is made for it you can use it on these Servers, i hope you got it now xD and yes if a Hack have the Status [Detected] you should never use it because they will ban you with 100% guarantee then But also Redacted Admins could ban you, so just be careful
