    Just duplicate your footage into another video layer, right click and go to Pan/Crop on the duplicated footage, click mask down by the timeline, and mask out the part you want censored.

    Make sure to put a keyframe at the time where you want the blur to show up otherwise it will appear in the same area throughout the video. Also make sure you put a keyframe where you want the blur to stop. **Set the mode to Add, and you can feather it if you want.**

    (to add a keyframe, double click on the timeline at the precise area where you want the effect to begin.)

    Add a Pixelate effect to the duplicated footage from the Video FX tab, and you're done.
