    Not sure about best ones out but you need a case, case fan, motherboard, cpu, hard drive / ssd, a gpu, power supply, ram sticks, depending on how fast your cpu is, you might need a liquid cooling system and / or thermal compound. thermal compound is about 10$ a small tube. One time use. I definitely forgot some parts but these are the important ones. Oh and heat sink, optical drive, sound card and network card.

    It will but you will have to apply it with a slice of whole wheat bread. Just soak the bread in a 50 50 mix and apply to the contacts on the mobo.
