    It will take way too much regulation for them to manage, their best bet would be to get rid of the internet completely. Which is ofcourse a terrible idea to save a few large companies some extra bucks

    Not necessarily, each Government would simply setup the proper mandates restricting Internet speeds, and most likely filter all Internet activity to catch any activity they deem "unfit" for the web. They just need to force ISP's to do their bidding. Communist countries already do this.

    I wonder what the penalties for circumnavigating this would be?

    Russia and China are really pushing for it. many other countries like the idea as well, if it happens we will need to find a way to circumnavigate it.

    I would have thought countries like china would be more compliant, since westernized communities are most accustomed to using the internet for torrenting and such alot more would try to bypass the system. Like so called "activist" groups like Lulzsec. With enough people trying to bypass the regulations they have in place it would be hard for them to govern it all. Like it is now, pirating isn't legal, but so many people do it they can't punish everyone. I think if they limited internet speeds we would all go back to the days of disc pirating sold on dodgey markets.

    It's not that they have difficulties combating Internet pirates, it's that they are trying to do so within the laws. Sadly, there is a new law passing through that allows the Copyright Alert Agency to see ISP documents pertaining to it's customers data usage. It's a six strike policy where after six strikes they will press a lawsuit that will be impossible for them to lose as they will have the official documents and information from the ISP itself. The five biggest ISP's in America are completely on board with this too sadly.
