The North has chemical weapons, and would deploy them to civilian locations in a second if they think it would help them. The last problem is all the artillery pieces, rockets, missiles, and planes the North have are located in separated bunkers, making airstrikes on them impractical.Allies don't exactly have a detailed map with locations of all of NK's artillery. These will be hidden all along the DMZ, and they won't simply be exposed, sitting there out in the open. The amount of air/sea power you'd have to pour into that area to neutralize this threat would be immense, and there's simply no way to disable all of that artillery quickly enough.Because literally any approach would result in North Korea being able to bombard the South for at least a few hours.
I say quickly enough because those cannons are already pointed at Seoul. They can fire them at the drop of the hat. Once bombs start falling on the DMZ's artillery batteries, they're all gonna go off, targeted at the capital of South Korea, where millions of people live. There will be massive infrastructural damage to a nation's capital city, millions of lives lost is a reasonable estimate, and full-blown war in an already politically volatile area. While SK and its allies are indeed powerful, fighting the millions of soldiers of NK will still take its toll.So a complete surprise strike with no advance warning whatsoever would result in millions of South Koreans dead. If a conventional military strike was workable, it would have happened already.
EMP them all, and hope they don't have manual aiming and firing

North Korea's artillery is ancient and analogue, EMP doesn't bother it.

Erm, China has foreign relations with NK. And it's not that the people are simply brainwashed, they have never had the ability to learn about the outside world. It's far deeper than brainwashing, however I am sure many of themwould greatly enjoy leaving the working conditions of North Korea for such a little reimbursement. The majority of North Korean elitists and common workers live in close quarters, many will die. And no doubt the United States would give a substantial amount of aid to China to help support the people. It would not cost China a small fortune, China holds the majority of the worlds bonds as well is easily supporting it's over 1B population with ease. You also underestimate South Korea. South Korea ranks 15th in the world by GDP alone, which is substantial for such a small country. I mean, it's the seventh larger exporter in the world, which is HUGE. A lower debt per GDP than the majority of Next Eleven countries, as well the removal of the NK regime would keep SK's stock market balanced instead of consistently dipping due to the unstable nature of NK.

Yeah China has foreign relations with NK,they also have a massive modern wall on the Korean border, mostly to keep out people trying to flee into China, plus the Chinese government’s official policy is to forcibly send back North Koreans that have left the country without state permission.China and North Korea share the Yalu river, or should I say border each other on such river. This area within China is one of the largest manufacturing hubs and if 22 odd million North Koreans border jumped you'd have an over supply of workers, most of the workers already in this area couldn't afford to move out, nor could the North Koreans, you'd then have rising unemployment and crime rates.
But besides the refugees problem, there are other reasons that force China to keep NK around, therefore they wont allow an intervention.

    Stop bumping dead threads.
I am the seer in the dark,
    the vagabond of yore,
    valediction.
I am the sum of all your parts,
    and proprietor of all.
    A miasma,
    the conclusion,
    blackmonger of Inlé,
    valediction.
    Synapses fray,
    my form now vivid,
as torpor sets and blood grows tepid.
With every ounce of flesh now offered,
I hold your corpse within my coffers.
    Knitted cells now split asunder,
    stand alongside me brother.
Take your place amongst my Owsla,
we march at dawn now and forever.
