It's not actually following your mouse. It's a very large flash animation that uses advanced mathematics and human behavior to predict where you will move your mouse. In theory, you could move your mouse in a different direction and it would divert. But this is nearly impossible, and will hardly ever happen. It is the exact same for everyone.
