    Yes.
    Planes are dependent on lift and air-propulsion, not groundforce torque as in the case of automobiles. The treadmill, no matter how fast it was running, nor how long it was, would never be able to counter-act the forward and upward momentum of the plane. It would just skate over the top, as there's nowhere near enough traction to actually reset its position.

    No, pretty sure it wouldn't. Lift is created by movement through air, you're not moving through the air in relatively stationary motion. A paper airplane on a treadmill with zero relative movement to the ground doesn't experience very much lift.
