Nope you're misunderstanding.
In a scam report, you're required to respond within 24 hours when a MM sets that timer with their post.
With the staff dispute, decisions are made after investigation and whatnot. If you're arguing that a scam report and staff dispute should operate in the same manner of 24 hours to reply, we've never operated like that on MPGH ever. A scam report involves monetary goods while a staff dispute just involves that person's MPGH account.
In your case, Azerila had assumed he wasn't allowed to reply into the staff dispute which is why he didn't reply. Actually he's the one that got you unbanned because he was able to supply enough evidence on your behalf.
I'd appreciate it if you'd stop being disrespectful to him over IM since we're all volunteers and don't get paid a single cent to deal with these scam reports & disputes. Also should be grateful Azerila didn't ask for your ban for being disrespectful over IM since that's a "rule".
Azerila thought he couldn't respond so he didn't mention anything until I stepped in after you pinged me into the dispute.
All users involved in a scam report are given 24 hours to resolve it once the MM handling the case has determined there's enough evidence to make a judgement. If you fail to comply within the 24 hours, you get banned. If you come online during the 24 hours and post that you'll try to resolve it asap, we'd be happy to extend the time limit but in your case, there was nothing.

Oh sorry forgot to respond, I had restored the vouch on that day itself. You shouldn't have to pay for a failed refund, if you believe you had to pay unfairly then please open a scam report.
