Can someone re open my ebay account - I will pay for this service

My ebay account was closed over 6 months ago for sending an abusive message to a seller who ripped me off.
Can someone re-open my ebay account?

FYI -
I did open a new ebay account but the paypal account I used for this new ebay account has just been closed as paypal didnt except my I.D.
I had better feedback on my old ebay account so would prefer to have that one back.
