I believe LowEndBox has some Russian locations, And also VPS9, Veesp and scopehosts, I don't know if they all meet your needs but you can check them out at least?
Well its nearly impossible to get VPS in russia with your budget may be you need to lift up your budget.
Fairly possible, but I'm not risking it giving out any referral links here. Look up the russian YouHack, they do plenty of shady business with Steam scamming and DB parsing, and obviously such servers are always in demand in the region. Cheap and reliable first-hand private VPS and dedicated proxy, grabbed one last week.
