CoD4 Hosting Issues

Hi,

I've been having such a difficult time trying to create a server for CoD4 :(. I have googled just about every keyword I can think of, and to my dismay, nothing has worked.
I have followed the most complex rules to the simplest rules and still no luck.
I have configured my server config files to be exact replicates of those who have functioning servers, and still nothing.
My target for my shortcut is exactly the same as those who have working servers.
I have even disable my firewall and tried to connect to my server(and have other people tried to connect) and yet nothing has worked. I'm assuming since the server didn't work with the firewall down, the port forwarding is fine.
So if there is anyone out there who can help out with my problem, PLEASE help. I'm so frustrated here...
