Need help with VPN for new BF3 account not getting linked to old account

Hi guyz i bought a new BF3 account and i have tried several ways to change my IP adres but i just can't the modem i have from my ISP the IP adres cant be changed.

(if anybody thinks u still have a way to change PLEASE let me know!)

but now i want to the following:

i want to activate my BF3 with a VPN but i still have to find a good fast VPN

i have some question about this>

1. Do i always have to play with the VPN for not getting linked to old banned account ?
2. If question 1 is yes > (I live in Holland/The Netherlands) can i use a VPN that is also in Holland ?
3. what is the best software for using the VPN ?
4. Do you know a good/fast VPN Source ?

anyways i have it already working but now i have a new problem i cant coneect to a sinlge game "u were disconected from ea online error the whole time...i tried several VPN all around my own country connections are good and i have like the same download speed if i download something like as my own/normal ip adress

anyone have idea's / susgestion to help ?
