No, VAC is never active on bot games.
Not if you start the game in insecure mode. Type "-insecure" into the launch parameters before you start the game, that would disable any hack detection, but you cannot join VAC secured games until you disable the -insecure parameter.

You can still get banned. It's a myth that you cannot.
If you join a offline with bots game on a vac banned account, it ends up kicking you for vac ban about 4 minutes in or so.

Just hack with private hacks for the most secrurity
The safest way is to start steam in offline mode. It wouldn't connect to the internet. The drop down list on the top right, "Steam" and press "Go Offline"Quote:
