Trolling/Finding out IP?

Valve does record your steamid go on Steam Privacy Policy Agreement it says it here.

Do you know what a cookie is? Did you actually read what you posted?

There's literally 0 reason vac would track you by your IP address considering /everybody/ has a dynamic IP. If they were attempting to track you, they'd use HWID information, meaning either your HDD serial, cpu hash, etc. But I guess i'm wrong and the guy who can't even install redistribs properly is right. Also, considering how VAC won't even share information about the ban with the user, there's literally 0 chance they'd share the IP you were banned on with random shitlords using a resolver.

K, Not everyone has a Dynamic IP Address though, I don't.

VAC doesn't ban anyone by IP, VAC bans on an account basis, I'd know because I have several VAC banned accounts.
