Few questions:
-What exactly can this thing do? I saw your spiderman shit, that was crazy.
-Do you expect this to work for a long time or are they probably going to change the encryption on the files eventually? (or something like that)
The flaw I used to create the "spiderman mode" will most likely not last very long. I do not think there are other easy and powerful things you can do by simply modifying configuration files with the tool. However, people can bind more complicated macros to keys and modify other configuration settings not normally available in the client GUI. Also, all the compiled UnrealScript can be decrypted, among other things.
As for how long the tool will last? Your guess is as good as mine. However, if they did decide to change the encryption, they would either need to release a patcher which would re-encrypt all the files using the new scheme, or force everyone to re-download the files. The second option would clearly be a pain for both players and the administrators.
If you tried to decrypt "User.ini", the result will be stored in "User.ini.dec". In general, given a "Filename.ext" the decrypted file will be "Filename.ext.dec".

If you are not interested in editing the configuration files, then do not bother with this release.
Once you have selected a file for decryption using the tool, you will find the decrypted file in the same directory.

Hello, Dbased, could u pls tell us exactly what this use for? well, i have found some files like fx_ambient_sounds.uax, is that useful to use this archive to decrypt the sound to mp3, arm etc. so i can change the volume while playing the ghost mode, that would be very funny.

I got a question.. what does the decrypted file actually do? Do we use the decrypted file to edit the file that we decrypt?

You guys are so noob, u only want a release and simply to use, BUT THIS FOR PRO or not only for whos intersted and WANT TO EDIT MAT FILES.
SO IF YOUR A NOOB and u can't even open notpad and type : <?PHP echo "you FUCKING NOOB' ?> then u FAIL.
Hm, I wonder if this could be used to edit how visible ghosts are when they're moving (considering there isn't a released wallhack around here atm).

means that its "decompiled" so u can open it with a "plain text editor" (ex:txt) and edit it. when u finish to edit it, compile again using the tool on the file ended in.dec and you will get a dec.enc (encrypted) file. to end just remove the termination.
