I found one that was a Japanese University project but I don't know how good it is, it's called VPN Gate
Cybe****** (no setup required) or SoftEther VPN (requires set up)
Its cyber ghost. why is it censored?

Ghost VPN is probably the best one for free considering its literally one installer and takes upwards of 3 minutes. But like @Z said paid VPNs usually have more open IP's. Ghost VPN has a limit to the amount of "Free" users that are allowed to inhabit an IP address.
I use Cybe******, works fine for most of the things I need.
