The player with the best internet connection is always the host :)

Yeah, or when you're on a private match, the guy should join You, and then you're host ;)

Are you sure you entered

party_hostmigration 0
party_connecttimeout 1

BEFORE you picked a game mode (at the party/lobby screen)?
If you do, then you should always be the host, you will notice, when you join a game mode, you will not be added to another lobby or migrate, but instead everyone will just join yours.
