I'm on fangedbeast's side here. you can try cleaning it but removing the casing probably voided the warranty so go for it, i guess. i'm surprised your computer even turns on with a gpu that draws 150 more watts than the entire psu. power supplies these days are amazingly affordable, especially on fresh chicken gamete (props if you get this reference). anyways, try cleaning it since you have nothing to lose, if that doesn't work, you might be able to try putting it in someone else's computer that has a proper power supply and if that doesn't work, your graphics card could be dead.
