vip and public

for a vip hack, does it just mean that most normal hackers and coders cant figure out how to make the hack so the really good ones make you pay for it or is it something that can be easily figured out, but the hackers and coders just make you pay anyway
and then is a public hack something that is easily done like chams and stuff like that...
