2. What are you comparing exactly ? All i heard about EUW is shitty community and alot of lags / shitty servers.
EU West is in the west of Europe. EU Northeast is in the northeast of Europe.

EUW --> English general Langauge, Laggy servers, more players
EUNE --> Different Langauges (mostly english just for easier communication) , slightly unstable but less powerful servers, less players
also EUNE is the best area for middle east/west russia/etc.
I see that you are from Canada, if you are looking to play with the best server depending on your location in Canada I would definitely say try NA. Other than that I hear that EUNE has less players than EUW. Good luck man.
