I've recently got scammed for $15 and was wondering if anyone can help me out with claiming it back

I have no idea where to start or what to say,

If you agreed what the transaction would be via Skype, then take screenshots and show that the other person agreed to pay and not chargeback. Maybe photoshop it so the other person explicitly says: "Yeah man I won't chargeback at all."

He scammed me for a clash of clans account, I bought it from him and as soon as i paid him he changed all the details denied it and blocked me from skype, When confronted on mpgh he said "suck my dick bitch i get too keep the clash of clans account and i spent the 15 dollars so i you cant refund, dumb ass ****** FUCK YOU

you can always claim that you got infected with a virus and someone else sent the money via your account

When you sent the money, did you leave a message? (e.g Payment for clash of clans account, etc)

I'd just be honest about everything and give PayPal whatever information/proof you have (account id you were supposed to get, etc)
And if all goes to shit, manipulate the skype conversation for some solid "proof" (I can't post links but its under stefantsov .com, search "Editting skype messages")

Literally just tell them what happened and provide proof if you need to (Skype convo). You don't need an elaborate story about malware.
