Tablets work pretty good with laptops, I tested out mine with my laptop. You can buy one on Amazon for 20 - 25$ or more depending on your price range.

Playing with a mouse is more than fine regardless of how hard the song is. Plenty of people mouse 7+ stars. Tablets are best for endurance, but it's generally not worth the $30~ unless you also draw with it/play way too fucking much.

Not sure, I've seen people play Osu on smartphones tho, not sure if it has an app or they did something special to put it on their phone.

you dont decide which way you play the game based on song difficulty
there's hardly anyone who can 97%+ 7 stars, mouse or not
$30 for a tablet is as cheap as you can get for a decent one
