According to PayPal's rules, you should be allowed to refund customers even if you are limited

Judging by his sales thread, I assume it's because of all the chargebacks.

Then he probably can't refund anything himself - I suppose PayPal will pay back the people who charged back using their own funds, and then take the amount out of his account, if he doesn't have the money - they'll send the debt collectors out after him.
