If you average the price range for the GTX 1070, thats around $450 for the card not including shipping and tax. That leaves you with $150 for a CPU, case, PSU, motherboard, RAM, and hard drive. The cheapest "eco" friendly GPU's are the AMD ones at they cost around $90 and even then, I think there's going to be some bottlenecking with that. If you're gonna be playing CSGO and Minecraft you don't need a card that high end.

The RX 480 just came out and its the current best budget friendly GPU. You can definitely make a rig with that around the $600 range.

Its hard to say. Its just newly released so give it a few days for the reviews and benchmarks to roll out.

As far as I know, it should be able to run CSGO and Mineraft without any problems.

Nvidia will always beat out AMD. Their flagships don't even compare with Nvidia's last gen so the price tag for Nvidia's cards are there for a reason.

Currently the 980 refurbished on eBay is: $369 free shipping, tax not calculated

If you go two down and settle for a 960 its: $179 shipping and tax not calculated

However, based on benchmarks via PC Gamer its on par with the 970 which costs more than the RX 480. So as far as I'm concerned the RX 480 IS the best budget friendly GPU currently on the market.
