If you want the full response, you can create a new, but you can't do business with it.

Just call PayPal and ask them, they will tell you you're authorised to create a new one, but for PAYING ONLY.

You'll also need a different credit card, as the first one will be banned from the system. And don't think about starting to receive funds again on it (unless it's really casual).

you can't do anything about it if it's about the number of chargebacks, make a new account and start taking precautions of who you are dealing with.
