It can run everything on max without any overclocking.

Running what on max? Games? Games doesn't need a high CPU (well even an Althon II can handle proper games well). However you are still right overclocking an i7 is kinda pointless.

I only order directly from Amazon with prime and they ship it to me VIA UPS. They don't contact UPS about the package, they just straight out give you the refund. I set up a camera and when I report missing packages, UPS usually inspects, but with Amazon they don't. If I were you, I would get a hundred and scam.
