what does "up to 3.1 GHz" mean?

hello the new laptop im going to get has everything i need but i only have on question
in the description of the processor it says "3rd generation Intel® Core™ i7-3612QM processor (6M cache, up to 3.1 GHz , TPM)"
what does it mean by "up to" is it that you can overclock it to 3.1 or is it 3.1 GHz is the default speed?
