If you get this message, they banned you from making new accounts. What you do now is just use a mobile device to create accounts. (Ex: Ipod, phone, e.t.c)

I had this same problem.. what i did was delete the internet cache (in internet option's) then it let me create account's in Chrome and I.E again. But if you use your cell phone, touch pad ect, it'll let you create account's that way to..

If you have safari you can press on the settings button and press private browsing. This works for me when I want to make accounts.
