Well, you can buy 5 cheap pistols and get the Gun Hobbyist Ribbon. (15 perm weapons)
Also, you can play 100 Hero Mode X games where the Soldier side has won.
Lastly, you can kill the War Monger Zombie Mode boss 100 times on normal difficulty

Those are the easiest imo.

You need 15 permanent weapons in total. Everyone says pistols because it is much faster and cheaper.
