But there are other kinds of games too, like fps and mmos. Maybe expanding the genres would bring more people into playing and buying merchandise and eventually anime (if it would be made)

I'm not sure they could. The touhou game level is almost flash based, outside of a small engine, you could probably make one yourself.(meaning one person).

It would be better for them to hop onto the anime market, but its also hard to know if it would sell. Focus testing would be what i'd use.

Kickstarter + touhou should do it tho if it gets some press.
