Ingame I could change the language to English, German, French whatever you want. When you try to use the product key it shows you all languages you can use:

Because you are using a mexican proxy... Just use google translate if you are having issues

you can try to use russian Proxy and buy from Russia Origin and its $2-3 more cheaper then mexican one.Check it your self.
