CCleaner is what I trust my computer with. I run it probably 10 times a day, after every time I quit a game or get done loading long YouTube videos.
Sounds to me like your problem is RAM. Go to your windows Control panel, and turn off a lot of "Start-up services". These are usually things you don't need 24/7 , and can just run whenever you actually need them. Get something like Razer's Game booster to disable any non-essential systems when you game, Or even try turning video Quality down. I run everything on Lowest settings , just for that 5-10 fps boost

CCleaner is also pretty useful, I use it myself. As for Razer Game Booster, I have the older version of GB, but it just basically kills processes not needed for gaming. Although you shouldn't have that much of an issue because of your RAM and processor. I believe you can also use Fraps to up your FPS if that'll help any.

busted! i think virus
I had this once before.
My solution was something to do with Windows media player, believe it or not.
Apparently there was a service needing to be called on startup, but it couldn't open, so it got stuck in an infinite loop and drained my CPU.
Try searching for random shit in your msconfig like "UNKNOWN"s sections.
Did I help you? You know what to do.
Make the hamster run faster ! Always the same problem ^^
